NOTE: Requirement was marked as cancelled between 21 April 2021 and 25 May 2021, while the Government completed repairs to the propane tank and supply lines. All repairs are now completed and the requirement is now uncancelled. ------------------------------------------------ Amendment 0001 adds attachment "52.204_24 Representation for Signature" referenced in the original soliciation. ------------------------------------------------ This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-21-Q-0386. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Fixed-Price contract for the following services: CLIN 0001 – 0005: Delivery of HD5 grade propane to the 1000-gallon APTF propane tank, when the tank reaches twenty-five percent (25%) full. Delivery shall be completed within forty-eight (48) hours of reading, and shall fill tank to eighty percent (80%) full (+/- 2%). Multiple deliveries will be required over the course of the base/option year, up to 9,000 cumulative gallons per year; partial payments are authorized, separate invoices shall be submitted for each delivery. Propane is considered a Class 2, Division 2.1 Flammable Gas, and the requirements at 49 CFR 173.115 apply. CLIN 0001 (Base Year) 9,000 gal Base Year of services: 2021 - 2022. CLIN 0002 (Option 1) 9,000 gal One (1) year continuation of services of CLIN 0001: 2022-2023. CLIN 0003 (Option 2) 9,000 gal One (1) year continuation of services of CLIN 0001: 2023-2024. CLIN 0004 (Option 3) 9,000 gal One (1) year continuation of services of CLIN 0001: 2024-2025. CLIN 0005 (Option 4) 9,000 gal One (1) year continuation of services of CLIN 0001: 2025-2026. CLIN 0001 – 0005 will be Fixed-Price with Economic Price Adjustment (FP-EPA). Quoted pricing for CLIN 0001 - 0005 shall include a price per gallon rate and a separate fixed base delivery fee. Actual invoicing for deliveries shall be at market pricing per gallon, at the quoted rate for the given year unless a request for Economic Price Adjustment (EPA) is made. Any EPA for this requirement will be based on the US EIA rates for Wholesale Propane provided for New England. Historically, NUWCDIVNPT has needed between 11-14 deliveries per year. CLIN 0006 – 0010: Provision of remote tank monitoring system, and monitoring service. For the purpose of quoting, the Period of Performance for the Base Year shall be 1 June 2021 to 31 May 2022; however the actual Period of Performance of the Base Year will begin at award, for one year. Delivery appointments and submission of a Visit Authorization Request (VAR) are MANDATORY for contractors, their employees, and agents to NUWCDIVNPT. The Government intends to award a single FFP purchase order to the eligible, responsible offeror whose offer represents the lowest price technically acceptable quote. In order to be determined technically acceptable the offeror must quote the required items, no substitutions, in the required quantities. The Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.
