PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-21-Q-0213. This Request for Quotation and subsequent order is being solicited as unrestricted, as concurred by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code for this acquisition is 511210. The Small Business Size Standard is $41.5. The Naval Undersea Warfare Center Division Newport intends to award a Firm Fixed Price contract for 25 software licenses of the software application GNAT Pro Enterprise Ada Environment, as well as software support services, to AdaCore Technologies, Inc. in accordance with FAR 13.106-1(b), as they are the sole provider of these software licenses. See sole source justification (attachment #1) for details. The GNAT Pro Enterprise Ada Environment product numbers and descriptions are listed in attachment #2. The required Period of Performance (POP) is 29 June 2021 through 28 June 2022. F.O.B. Destination is Newport, RI 02841. Offerors must include shipping costs in quotes, if applicable. This solicitation requires active registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. This notice of intent is not a request for competitive quotes. However, all quotes received by the closing date will be considered by the Government. A determination not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. The method of payment is via Wide Area Workflow (WAWF). The Government has determined that this requirement requires Electronic and Information Technology (EIT), therefore Section 508 requirements do apply. Applicable EIT standard is: 36 C.F.R. § 1194.21 (Chapter 5) - Software Applications and Operating Systems Offerors shall include price, shipping costs, and the following additional information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor DUNS number.
