The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to issue a Request for Proposal (RFP) and resulting five-year competitive ID/IQ contract with Firm Fixed Price (FFP) line items to the Lowest Priced Technically Acceptable Offeror. This procurement is being processed as a small business set-aside basis. The North American Industry Classification System (NAICS) Code for this acquisition is 334511. The Small Business Size Standard is 1,250 employees. A draft Statement of Work and build-to-print drawings are included with this synopsis. The drawings are Distribution D which means distribution is authorized only to the DoD and U.S. DoD contractors with a valid Joint Certification Program (JCP) certification. To obtain a copy of the drawings, offerors’ active JCP certifications must be reflected in beta.SAM.gov. The resulting contract is for the procurement of Mk 48 torpedo shapes used for certification of submarine weapons launching systems to the new construction shipyards and the Fleet. The Mk 48 Mod 7 Reconfigurable Test Shape (RTS) is a new design Mk 48 torpedo shape that will be used to certify the launcher systems on COLUMBIA and VIRGINIA Class platforms. NUWCDIVNPT intends to purchase the following items: CLIN 0001 - LAUNCH VEHICLE CLIN 0002 - FITMENT SHAPE CLIN 0003 - TAILCONE SECTION COMPONENTS CLIN 0004 - FITMENT SHELL CLIN 0005 - CENTER SECTION, LV SHELL CLIN 0006 – SPARE PARTS CLIN 0007 – DATA - NSP Place of performance is contractor's facility. The anticipated solicitation release date is end of fiscal year 2021. The resulting contract will be an 5 year indefinite delivery, and indefinite quantity contract with Firm Fixed Price provisions. The anticipated source selection evaluation criteria will consider technical capability, past performance, and price. Award will be made to the lowest priced technically acceptable offeror. The specific evaluation criteria will be outlined in the solicitation. The closing date for receipt of proposals will be established in the RFP. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 is applicable. In order to be considered for an award, the Offeror shall have a current assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see 252.204-7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. The Basic, Medium, and High NIST SP 800-171 DoD Assessments are described in the NIST SP 800-171 DoD Assessment Methodology located at https://www.acq.osd.mil/dpap/pdi/cyber/strategically_assessing_contractor_implementation_of_NIST_S 171.html The Offeror shall verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) for all covered contractor information systems relevant to the offer. (2) If the Offeror does not have summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) posted in SPRS, the Offeror may conduct and submit a Basic Assessment to mailto:webptsmh@navy.mil for posting to SPRS in the format identified in paragraph (d) of this provision. The anticipated award date of RFP#: N66604-21-R-0607 is expected to be awarded late in 1st Quarter or early 2nd Quarter of FY’22. The synopsis is not a request for competitive proposals.
