This is a solicitation for non-commercial supplies prepared in accordance with the format in FAR Part 13, as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under the authority of FAR 6.302. The North American Industrial Classification System (NAICS) Code is 335999 with a Small Business Size Standard of 500 employees. Request for Quotation (RFQ) number is N66604-20-Q-8214. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order to Kemlon Products and Development Co. (Kemlon), for the fabrication of twelve (12) header test assemblies. Kemlon has proprietary rights to the header test assembly drawing, and no other product can satisfy the Government’s requirement. Sole source justification is attached. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future. Required delivery for header test assemblies is not later than 18 weeks after award of contract; F.O.B. Destination Naval Undersea Warfare Center Division, Newport. The Government has determined that this requirement does not contain 508 requirements. Offerors shall provide point of contact (including phone number and email address), Offeror CAGE code, Offeror DUNS number, and shall include a validity date of no less than 60 days from due date for receipt of offers. Quotes received after the closing date and time specified may be ineligible for award.
