The purpose of Solicitation Amendment 01 posted on September 6, 2019 is to add the DD Form 1423-2 Contract Data Requirements List and add the Justification & Approval to sole source to Saab Dynamics AB. In accordance with FAR 5.202(a)(13), the requirement for a synopsis has been waived. The solicitation, N6660419R3464, is released and is attached. This announcement constitutes the only solicitation and this solicitation will be open for less than 30 days in accordance with FAR 5.203(b). The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) contract on a Sole Source basis to Saab Dynamics AB, CAGE Code A175N, Karlskoga, Sweden, for AUV62-AT (Acoustic Target) services. NUWCDIVNPT intends to purchase the following on an FFP basis: CLIN 0001: AUV62-AT Services. The period of performance of CLIN 0001 is one year after date of contract. The proposed contract action is for services for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source, as concurred with by the NUWCDIVNPT Office of Small Business Programs. See attached Sole Source Justification. Saab Dynamics AB is the only producer and manufacturer of the AUV62-AT. All technical data, engineering, and logistic planning expertise reside with the management and technical staff of Saab Dynamics AB. The contractor shall conduct operations and maintenance planning, provide trade studies and investigate technical changes to the AUV62-AT. The anticipated award date of RFP# N6660419R3464 is expected to be on or about 30 September 2019. The posting of this solicitation is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
