The purpose of Amendment 0004 is to: 1. Revise award structure from a five (5) year IDIQ to one purchase order for quantities as detailed in the revised RFQ, provided as Attach 1 Amend 0004 RFQ N66604... The purpose of Amendment 0004 is to: 1. Revise award structure from a five (5) year IDIQ to one purchase order for quantities as detailed in the revised RFQ, provided as Attach 1 Amend 0004 RFQ N6660425Q0094. 2. Revise and futher clarify submission requirements for the WPS and PQR. As a result, this requirement is revised for a total quantity of 76 units each for End Plates and Housing (for a total quantity of 152 units) as specified in Attach 1 Amend 0004 RFQ N6660425Q0094. Submission requirements for WPS and PQR(s) are revised: From: "The contractor shall submit a Welding Procedure Specification (WPS) and Procedure Qualification Record (PQR) for the Government’s evaluation. The WPS and PQR shall: 1. Demonstrate the contractor's ability to perform welding in accordance with Government Drawings 1220D1176 and 7345140; and 2. Demonstrate the contractor’s ability to weld the required base material for CLIN 0002." To: The contractor shall submit a signed WPS and PQR(s) qualifying the contractor to perform the specific weld type on the specified base material in accordance with (IAW) CLIN 0002 drawing # 7345140. All other terms and conditions remain unchanged. The purpose of Amendment 0003 is to clarify submission requirements for the WPS and PQR. As a result, Attachment 1 RFQ N6660425Q0094 is revised: From: "The Government intends to award a single contract as a result of this RFQ. Award will be made to the Lowest Priced Technically Acceptable Offeror. In order to be determined technically acceptable, the Offeror shall submit the following with its quote. The contractor shall submit a Welding Procedure Specification (WPS) and Procedure Qualification Record (PQR) for CLINs 0001 and 0002." To: "The Government intends to award a single contract as a result of this RFQ. Award will be made to the Lowest Priced Technically Acceptable Offeror. The purpose of Amendment 0002 is to provide answers to the following Industry questions and to establish the deadline for Industry requests for access to drawings and questions. As a result of this amendment, clause 52.216-19 is added as Attach 11. The closing date and time for this solicitation is also extended to Friday, 13 December 2024 at 1600 EST. The deadline for requests to access drawings and questions is Wednesday, 11 December 2024, 1400 EST. After this date and time, the Government may not respond to requests and any further questions received. Question 1: …4 years from now you go to make an order and prices have changed drastically, what is done about that? Can the price be changed at that time? Answer: This is a firm fixed price contract therefore prices can not be changed in the out years. Question 2: Is a stp file available for solicitation N66604-25-Q-0094 part 7345140? Answer: The Government does not have an stp file. The awardee may submit a VIR to request additional assistance after award of contract. Question 3: Is there a current casting supplier or existing tooling for this Solicitation? Answer: There is no current casting supplier and no specialized tools are required. Question 4: Are the min and max quantities on the RFQ form per year or for the whole contract? Answer: See clause 52.216-19 for order limitations. Question 5: …the housings are castings so, is there a place that has made these particular parts before? Answer: The Government has not previously contracted separately for these castings. Question 6: Once I have my prices where do I submit the quote? Answer: See Quote submittal instructions on bottom of the last page of the Solicitation, Attachment 1. Question 7: Please advise if there is a limit to number of quantity ranges that can be quoted. Answer: There is no limit. The purpose of Amendment 0001 is to add Attach 5. All other terms and conditions remain unchanged. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) purchase order on a Firm Fixed Price (FFP) basis as specified in Attachment 1, combined synopsis/solicitation notice . The contractor shall provide End Plates and Housing in accordance with the Government Drawings and Specifications, provided as attachments to this notice. This requirement contains drawings that are designated Distribution D and Export Control which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only Offerors with an active registration in JCP will be provided access to the drawings. Please visit https://www.dla.mil/Logistics-Operations/Services/JCP/ for further details on the program and registration. To obtain a copy of the drawings, submit a request by email to teresa.m.michael2.civ@us.navy.mil. All requests must include the RFQ #, company name, complete company address, CAGE code, point of contact*, telephone number, e-mail address, JCP registration number, and a copy of the company's DD2345 to avoid issues with JCP site. *Note: Drawings will only be provided to the individual identified as the certified JCP custodian. Please ensure this information is included in your request. Requested drawings will be transferred via DOD SAFE or approved in SAM. Additionally, due to system constraints, Attach 5 S9074-AR-GIB-010-278_CHG-A is not provided as an attachment to this notice and will be provided via DoD SAFE upon vendor request per the above JCP instructions.
