This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(b) this combined synopsis and solicitation will be posted for less than fifteen (15) days. Request for Quotation (RFQ) number is N66604-25-Q-0043. This requirement is being solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 331110 – Iron and Steel Mills and Ferroalloy Manufacturing. The Small Business Size Standard is one thousand five hundred (1,500) Employees. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Type purchase order for the following: CLIN 0001- Quantity of three (3), Forged stock hollow cylinders in accordance with the minimum specs listed below CLIN 0002 - Quantity of three (3), Forged stock disks in accordance with the minimum specs listed below Min Specs CLIN 0001 Material: ASTM A182-22A Grade F316L Dimensions: ---OD: 21.25”, tolerance: +.25” -.00” ---ID: 17.50”, tolerance: +.00” -.25” ---Length: 49.00”, tolerance: +.25” -.25” ---Straightness: .060” max. over 48” CLIN 0002 Material: ASTM A182-22A Grade F316L Dimensions: ---OD: 21.25”, tolerance: +.25” -.00” ---Length: 5.00” tolerance: +.25” -.25” Delivery is F.O.B Destination, Newport, RI Delivery Date: Offeror to propose a delivery schedule 1. In the response to the RFP, the Offeror shall address the below factors. (A) Technical Approach: 1. If the offeror is the manufacturer of the end product, offeror shall describe their proposed technical approach to demonstrate it understands the requirement and shall describe the process by which it manufactures the end product. Offerors shall include as much detail as possible to include machinery used and pictures of facility if available. If the offeror is a distributor and not a manufacturer, the offeror shall describe the process by which it orders the product from the manufacturer, how it verifies that the manufacturer has the ability to successfully produce the end product and how it works with the manufacturer to ensure on time delivery to the Government. Response is limited to a total of six (6) pages maximum inclusive of any pictures or other supporting information. NOTE: The offeror’s technical approach must clearly demonstrate that it is capable of meeting the minimum specs. Simply stating something to the effect that, “This proposal complies with or meets or exceeds the specification in the required documents” is not sufficient. An Offeror that simply states something to this effect and does not provide the level of detail in its technical approach as required above will be considered technically unacceptable. (B) Past Performance: 1. Provide at least two (2) examples of prior or current jobs similar to this solicitation requirement that have been performed and delivered within the last three (3) years. a. Provide a description of the work performed and level of effort provided. b. Explain how the work and this solicitation requirement are similar and relate to each other. c. If available, include a picture, figure, and/or other details of the prior project. d. Must include the following for each project: 1. Contract number or other equivalent number 2, Organization supported 3. Indication as a Prime or Subcontractor 4, Value 5. Project Point of Contact with current telephone number and/or email address. e. Limit one (1) page maximum per example (any pictures, figures, and/or schematics are excluded from this one (1) page limit). 2. DO NOT include shipping as a separate line item. Build any shipping cost into the unit price. 3. The Government intends to award a single FFP purchase order to the eligible, responsible offeror whose quote is the lowest price technically acceptable. In order to be determined technically acceptable, the offeror must quote the required item in the required quantities and meet the Government’s required technical specifications. The offeror shall provide detailed technical information with its quote as detailed above. The Government will also consider past performance information in accordance with DFARS Provision 252.204-7024 Notice on the Use of the Supplier Performance Risk System (SPRS) where negative information within SPRS may render a quote being deemed technically unacceptable. 4. In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more. 5. The Government’s method of payment will be electronic payment via Wide Area Workflow (WAWF). 6. Offerors shall be advised that if after award the items delivered are determined not to be in new condition and/or are determined to be delivered from outside the US, the Government has the right to terminate for cause with the Contractor liable to the Government for any and all rights and remedies provided by the law, including excess re-procurement costs.
