The following notice serves as a request for information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This proposed contract action is being processed on a sole source basis. The North American Industrial Classification System (NAICS) Code is 33592. The Small Business Size Standard is 1,000 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year, firm-fixed-price, indefinite delivery/indefinite quantity (ID/IQ) contract on a sole source basis to Teledyne D.G. Obrien (hereafter referred to as “TDGO”) for OA-9070E/BQQ Thin Line Towed Array Handling System (TLTAHS) Motor Signal Cables. The proposed contract action is for supplies for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 ‘Only one responsible source and no other supplies or services will satisfy agency requirements’. The Naval Undersea Warfare Center, Division Newport, Code 15 requires a five (5) year indefinite-delivery/indefinite-quantity (ID/IQ) contract on a sole source basis to TDGO for OA-9070E motor signal cables, one of each type to support fleet readiness requirements. This procurement is for two total cable assemblies (one ship set) and required for installation on-hull via Alteration & Improvement (A&I) V-0129 and Ship Alteration (SHIPALT) 5120D to meet ship(s) readiness. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
