Currently, Code 453 is conducting field tests of the hardware in Panama City, FL to substantiate its functional performance under specific conditions. Upon the successful completion of performance exercises at the Government test facility in mid-August 2022, the latest configuration of the SIR prototype is to be fabricated and transitioned to the Fleet, for final at-sea testing in its planned operational environments. A total quantity of four (4) new SIR prototypes are required to accommodate different ACOMMS operational scenarios during Fleet at-sea exercises. The contractor shall generate inspection reports that identify and record all Objective Quality Evidence (OQE), such as: material validation/certification documentation; inspection/measurement documentation with all actual “as-built” measurements recorded; and any outside process certifications. The contractor shall deliver OQE Reports, in accordance with CDRL A001. The contractor shall deliver a Certificate of Compliance, which shall include material validation/certification documentation, in accordance with CDRL A002. NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to SEACorp, LLC (SEACorp) (CAGE Code: 2V276), under the authority of FAR 6.302. SEACorp is a self-represented small businesses, under the relevant NAICS Code 334511. The urgent time sensitive nature of this requirement, there is no time margin to go through the lengthy process of getting a new contractor to manufacture these supplies. The Delivery Date for these supplies will be no later than 15 weeks after date of contract award. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841). This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an other than full and open competition, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 334511; the size standard is 1,250 employees. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
