N66604-22-Q-0503 Combined Synopsis/Solicitation This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-22-Q-0503. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order for Orbit Advanced Technologies Inc.’s Azimuth Positioner and Controller as specified in attached document. The Orbit Advanced Technologies Inc. Azimuth Positioners and Positioner Controllers have a specific set of interface requirements that cannot be met with commercial of-the-shelf (COTS) products from another manufacturer. The original system was procured in 1996 with the most recent subsystem awarded in February 2021. Any other manufacturer would need to do significant non-recurring engineering (NRE) to integrate with existing Government Interfaces. *See attached document for requirement description table* This requirement will be awarded to Orbit Advanced Technologies, Inc. on a sole source basis as concurred with by NUWCDIVNPT’s Office of Small Business Programs. The North American Industry Classification Systems (NAICS) Code is 334220; the Small Business Size Standard is 1,250 employees. F.O.B. Destination: Dresden, NY, 14441. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.
