The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) supports the Naval Sea Systems Command in-service engineering Heavyweight/Lightweight program. In support of this program, this requirement is for replacemnet of NUWCDIVNPT 's currently obsolete Logical’s NuVax Boards MVX-1000-DD. The requirement is to convert these NuVax Boards model MVX-1000-DD to NuVax Boards model MVX-1000-DC in order to be compatible for use as ready spares. NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to The Logical Company ("Logical") (CAGE Code 0VSS0) under the authority of FAR 6.302. Logical is a small business under the relevant NAICS Code 541512. Logical is the manufacturer of these boards, and is the only source capable of updating the onsolete boards to the newer versions. Attempting to integrate another manufacturer’s boards at this point would require a substantial cost to the program and create substantial delays with supporting repairs when needed. Specifically, the Requiring Department has stated that finding a replacement, then doing integration and testing would be minimum of at least 3-years effort, or more, for one person. The Delivery Date for these boards will be NTL 06/30/2022. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841). This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an other than full and open competition, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541512; the size standard is $30M. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must ontain complete product information and prices (to include labor categories and hours proposed, and any material or other direct costs). The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.
