This is a synopsis for non-commercial items posted in accordance with FAR 5.2. Incorporated provisions and clauses will be those in effect through the most current Federal Acquisition Circular at time of solicitation release. In accordance with procedures covered under FAR Part 15, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year indefinite delivery, indefinite quantity (IDIQ) contract with Firm Fixed Price (FFP) provisions for the fabrication of two (2) First Article Buoy Cases (CLIN 0001) and up to 44 production Buoy Cases (CLIN 0002). The hardware shall be manufactured in strict accordance with the Statement of Work (SOW) and the Technical Data Package (TDP). To obtain a copy of the TDP, submit a request by email to Nicholas Salzano at nicholas.salzano@navy.mil. The request must include the solicitation number, company's name, company's complete address, cage code, point of contact, telephone number, email address, and JCP registration number. The TDP will be sent to the authorized individual (see below) via Department of Defense (DoD) Secure Access File Exchange (SAFE) upon release of the solicitation. The TDP associated with this requirement is labeled Distribution D which means distribution is authorized to the DoD and US DoD contractors with a valid Joint Certification Program (JCP) certification. Only companies with an active registration in JCP will be provided access to the TDP. Further, the individual identified as the contact in the JCP system is the only individual authorized to receive unclassified technical data. This requirement will be solicited as unrestricted under North American Industrial Classification System (NAICS) Code 332710 as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP) and the Small Business Administration (SBA) Procurement Center Representative (PCR). The small business size standard is 500 employees. Place of performance will be at the contractor’s facility. Delivery will be F.O.B. Destination, Newport, RI. DFARS supplement rule 2019-D041 (Assessing Contractor Implementation of Cybersecurity Requirements) went into effect 30 November 2020. The rule implements the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 DoD Assessment Methodology. In order for a proposal to be deemed an eligible offer, the offeror must possess a NIST SP 800-171 DoD Assessment Score within the Supplier Performance Risk System (SPRS). Technical proposals will be required. The Government intends to award a contract to the eligible, responsible offeror whose offer represents the best value to the Government. The proposals received in response to the solicitation will be evaluated using trade-off analysis considering price, past performance, and technical factors. The specific evaluation criteria will be outlined in the solicitation. The anticipated solicitation release date is 1 April 2022. The solicitation number will be N6660422R9009. The closing date for receipt of proposals will be established in the solicitation. The solicitation and any subsequent amendments will be posted to the System for Award Management (SAM) website (SAM.gov). Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. THIS REQUEST FOR INFORMATION IS NOT A REQUEST FOR PROPOSAL. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is conducting market research to identify potential sources interested and capable of providing forty four (44) buoy shell cases in accordance with the attached drawings and technical data package (TDP). Distribution D applies to the drawings; in order to obtain access to the drawings, the respondent must have an active registration in the Joint Certification Program (JCP). All requests for drawings shall come from the JCP Custodian; drawings will not be provided to other points of contact. The NAICS for this requirement is 334511 with a size standard of 1,250 employees. A full quotation will not be required until the Request for Quote (RFQ) has been released. Place of Delivery: These buoy shell cases will be delivered to NUWCDIVNPT with address to be provided at the time of RFQ release. It is requested that interested small and large businesses respond with a brief capabilities statement package (no more than 3 pages in length, single spaced, 12 point font minimum) demonstrating ability to provide the buoy shell cases, in accordance with the attached drawings and TDP, to Nicholas Salzano at nicholas.salzano@navy.mil, by 14:00 EDT on 9/24/2021. Questions or comments must be submitted by 14:00 EDT 9/23/2021. Late responses will not be considered. The Capability Statement must address, at a minimum, the following: Section 1: Introduction. Identify the Request for Information Number and Title Section 2: Corporate Description. Name of Company and address Confirmation of Company size status under NAICS Code 334511 Ownership, including whether: Small, Small Disadvantaged (SDB), 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Business Two points of contact, including: Name, title, phone, and e-mail address CAGE Code and DUNS Number Section 3. Past/Current Performance. Provide one (1) example of prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the attached Drawings. Section 4. Technical Response. Provide a detailed technical response that addresses the specifications that the buoy shell cases meet. Information should include: Respondent’s capacity or potential ability to produce the buoy shell cases in accordance with the attached drawings. Respondent’s ability to deliver the buoy shell cases in a timely manner upon contract award and estimated lead time to manufacture the buoy shell cases. Respondent’s ability to provide units for First Article Testing, if required. Production throughput capability. This response shall include the Respondent’s consideration of all currently held company production contracts and how the respondent would plan to integrate additional Government throughput requirements into its productions capacity. It is anticipated that this effort will result in forty four (44) production buoy shell cases total.
