Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) N66604-21-R-0314 This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days in accordance with FAR 5.203(b). Request for Proposal (RFP) number is N66604-21-R-0314. The North American Industry Classification System (NAICS) Code for this requirement is 332996 – Fabricated Pipe and Pipe Fitting Manufacturing. This requirement is being conducted as a 100% small business set-aside as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). NUWCDIVNPT requires build-to-print MK 60 Mod 2 All Up Round (AUR) Simulator Capsule Tube Assemblies in accordance with the attached Statement of Work (SOW). See Attachment (1) for SOW and Attachment (2) Section B - CLIN Structure. Offerors shall submit offers in accordance with Attachment (3), Section L – Instructions to Offerors. Offerors are required to completely fill in the pricing for all CLINs (Tables 1 and 2) within Attachment (2) Section B - CLIN Structure. Note: If an offeror plans to request Applicable Documents, offeror must be registered in the Joint Certification Program (JCP) in order to receive them via DoD SAFE. The request must include the RFP number, company name and complete address, CAGE code, point of contact (note: individual(s) listed in the JCP site are the only ones authorized to receive the documents), email address, phone number, and JCP registration number. McCain National Defense Authorization Act, contractors are required to have the FAR 52.204-26 representation regarding use of covered telecommunications equipment or services in their active SAM. Further, solicitations must contain FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020), which is incorporated into this solicitation. In addition, DFARS provision 252.204-7019 Notice of NIST SP 800-171 DoD Assessment Requirements and DFARS clause 252.204-7020 NIST SP 800-171 DoD Assessment Requirements apply to this solicitation. Payment will be made via Wide Area Workflow (WAWF). Additional terms and conditions: In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more. Defense Priorities and Allocations System (DPAS) rating is DO-C9. This requirement does not include Electronic and Information Technology (EIT) and therefore Section 508 compliance is not applicable to this requirement. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
