This proposed contract action is being processed on a sole source basis. The North American Industrial Classification System (NAICS) Code is 332510. The Small Business Size Standard is 750 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year, firm fixed price, indefinite delivery/indefinite quantity (ID/IQ) contract on a sole source basis to Titanium Fabrication Corporation (hereafter referred to as “TiFab”) for the inspection, refurbishment, repair, and fabrication of Titanium Mast Tubes. This requirement is a partial follow on to N66604-16-D-0481 with TiFab. The proposed contract action is for supplies and services for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 ‘Only one responsible source and no other supplies or services will satisfy agency requirements’. NUWCDIVNPT Code 34 is designated as the National Maintenance Center (NMC) for the SubHDR Mast Group System, per the Participating Acquisition Resource Manager, Naval Warfare Systems Command PMW770. NUWCDIVNPT Code 34 is responsible for returning SubHDR masts to Ready for Issue condition for the Fleet. In order to meet Fleet demands, the NUWCDIVNPT Code 34 NMC requires inspection, refurbishment, repair, and fabrication of SubHDR Titanium Mast Tubes for SubHDR Mast Group sustainment. The SubHDR Mast Group and associated subassemblies and components were developed and produced under contract N00039-97-C-0030, which was competitively awarded to Raytheon Company on 23 October 1996. PMW 770 awarded all subsequent contracts for the continued production, upgrade, and replacement of SubHDR systems, assemblies and associated components to Raytheon Company. The SubHDR Titanium Mast Tube is a highly complex mechanical structure with critical dimensional tolerances requiring the use of highly specialized tooling, materials, and fabrication techniques. Raytheon Company selected TiFab as the sole provider capable of producing a Titanium Mast Tube which meets all the requisite functional and performance parameters of the SubHDR Mast Group. As such, TiFab is the only certified supplier of the Titanium Mast Tube used in the SubHDR Mast Group. The draft Statement of Work (SOW) is provided as Attachment 1 to this notice. The anticipated place of performance is at the Contractor’s site in Fairfield, NJ. The anticipated award date of this requirement is expected to be on or about 31 December 2021. The synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
