To determine that offers are technically acceptable, offerors shall state all line item requirements, priced and non-priced, in their submittals. These include, but are not limited to, KeysightCare Assured First Year Support, Return to Keysight Warranty, and Start-up assistance hours. All other terms and conditions remain unchanged. Amendment 0002 is issued to provide the following Question and Answer. As a result, the solicitation closing date and time is extended until 1000 EST, 1 April 2021. Question: On page 2 of the attached JOTFOC, includes part no. R-Y5B-001-A & R-Y6B-001-Z as part of the N5193A as well as the Y9500EMBC. Clarify if the association with the N5193A is simply a typo, however I'd just like to make sure another (in addition to the Y9500EMBC) measurement app is needed. Answer: Yes, it is a typographical error under the N5193A. R-Y5B-001-A and R-Y6B-001-Z are directly related to the SIMVIEW software, product #: Y9500EMBC. Whereas, SIMVIEW software runs on the N5193A and a PC. All other terms and conditions remain unchanged. The purpose of Amendment 0001 is to answer the following question from industry: QUESTION: Can you let us know what software is needed for the N5193A UXG Agile Signal Generator? This solicitation requires registration within the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable the offeror shall: (1)Quote the P/N/s specified (no substitutions allowed), in the required quantities in accordance with the Brand Name Specifications provided as Attachment 1 to this solicitation; (2) All quotes shall be accompanied by complete technical specifications demonstrating that the products meet all Government minimum requirements; (3)Provide proof that all items are shipped from the U.S.; and (4)Provide proof that all items configured in house are new products, gray market items will not be accepted. Additionally, the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within the Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable. Offerors are advised that if after award the items delivered are determined not to be in new condition and/or are determined to be delivered from outside the US, the Government has the right to terminate for cause with the Contractor liable to the Government for any and all rights and remedies provided by the law including excess re-procurement costs. Offerors shall include price, delivery terms, shipping costs (if applicable) and the following additional information with submissions: point of contact (including phone number and e-mail address), offeror CAGE Code, and offeror DUNS.
