This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-21-Q- 0112. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order to Ametek SCP Inc., 52 Airport Road, Westerly, RI 02891 on a sole source basis in accordance with FAR 13.106-1(b) as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). These Ametek SCP connector assemblies have been environmentally and electrically approved by the navy to support testing and delivery of the MMM Payloads to the Fleet. The connector assembly drawings are proprietary to Ametek SCP and no other vendor can provide these connector assemblies. See attached Sole Source Justification. The North American Industry Classification System (NAICS) Code for this acquisition is 334417; the Small Business Size Standard is 1000 employees. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NUWCDIVNPT has a requirement for the following items: CLIN 0001 Connector Plug Assembly (Ametek SCP Part Number: CPA6429); one (1) each; FOB Destination: Newport, RI. Required delivery is 26 weeks after date of contract award. CLIN 0002 Connector Receptacle Assembly Blind Mate- Flanged moved 0.030” (Ametek SCP Part Number: CRA7615-MOD); one (1) each; FOB Destination: Newport, RI. Required delivery is 26 weeks after date of contract award. Incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC), FAC 2021-02 Effective November 23, 2020. The following addenda or additional terms and conditions apply. Defense Priorities and Allocations Systems (DPAS) rating is DO-C9. This requirement does not include Electronic and Information Technology (EIT) Section 508 or is exempt from 508 requirements. In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more. Payment will be made via Invoice, Receipt, Acceptance and Property Transfer (iRAPT), formerly known as Wide Area Workflow (WAWF). This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The quote shall include price, delivery terms, and the following additional information with submission: point of contact (including phone number and email address), contractor cage code, and contractor DUNS. The quotes must be submitted via email to the below address and must be received on or before Monday, 4 January 2020, 2:00PM EST.
