Amendment 0001 of this notice provides the following response to vendor question. Question 1: Will the Government make a sole source 8(a) award as a result of this market research or will it be competed as an 8(a) opportunity? Response 1: The Government will determine strategy based on this and ongoing market research results. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking information from potential 8(a) sources to provide mail services including the management and operation of the Division’s mailroom, mail pickup, mail delivery, metered mail, classified control point, manifest electronic shipments, and other carrier services throughout NUWCDIVNPT and Newport Naval Station (NAVSTA). THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible 8(a) firms capable of providing the services described herein. The NAICS for this requirement is 491110 with a size standard of $8.0M. This procurement is a follow-on to Purchase Order No. N66604-15-C-1068 under a Direct 8(a) Award. All capable 8(a) Participants are encouraged to respond. The results of this Sources Sought will be used to determine if Direct 8(a) award opportunity exists. The anticipated award is for a Firm-Fixed Price effort with a performance period that will span five (5) years from the date of award; one (1) base year and four (4) one-year Options, if, and to the extent that all options are exercised. Place of Performance: These services shall be performed on-site at NUWCDIVNPT and NAVSTA. It is requested that 8(a) Participants respond with a brief Capabilities Statement package (no more than 5 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed in the attached SOW to Teresa Michael, Contracts Specialist, at teresa.michael@navy.mil by 1400 EDT, 11/20/2019. Questions or comments must be submitted by 1400 EDT, 11/18/2019. The Capability Statement must address, at a minimum, the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. Name of Company and address Ownership, including 8(a) status Two points of contact, including: Name, title, phone, and e-mail address CAGE Code and DUNS Number Section 3. Technical Response. Provide a detailed technical response that addresses the tasks identified in the Draft SOW. Information should include: Proof of Facilities Clearance –Secret level. Statement regarding capability to obtain the required industrial security clearances for personnel – at the Secret level. The contractor’s ability to manage, as a Prime contractor, the types and magnitude of all tasking in the SOW. The contractor’s capacity or potential approach to achieving capacity, to execute the requirements of the SOW. This response should include a discussion of resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the locations specified. Contractor’s ability to begin performance upon Purchase Order award. Additional requirements for all personnel performing SOW tasking: Valid driver’s license and insurance; Lift up to 70 lbs; Climb stairs; and Walk up to 6 miles daily. If available, respondents are encouraged to submit Past/Current Performance references. Provide any prior/current corporate experience performing efforts of similar size and scope within the last three (3) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government Point of Contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the Draft SOW.
