Based on this conflicting information, the Offerors are required to strike note 5 from drawing #8628192. BETASAM POSTING AMENDMENT 0001: The purpose of this amendment is to answer a question from industry. Q1. Are you looking for 44 split over 5 years or 44 per year every year for 5 years? A1. The ordering period will consist of 2 first article units to be ordered at time of award, and then up to an additional 44 units over the lifetime of the contract (5 years). Clause 52.216-9 ORDER LIMITATIONS defines the minimum and maximum order constraints per order. This RFP is for Very Low Frequency (VLF) Cross Loop Antennas required by NUWC Division Newport. The pre-solicitation synopsis was posted under N66604-19-R-0049, and again under N66604-20-R-1129. In order to obtain the Distribution D technical drawing package and Technical Data Package (TDP) (both will be on a CD) for this RFP, companies must be registered in the Joint Certification Program (JCP). All requests for the CDs must include the RFP #, company name, complete company address, CAGE code, point of contact*, telephone number, e-mail address and JCP registration number. *Note: CDs can only be provided to individual identified in JCP site. This is a synopsis for non-commercial items posted in accordance with FAR 5.2. In accordance with prcedures covered under FAR Part 15, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award an indefinite delivery, indefinite quantity (IDIQ) contract with Firm Fixed Price (FFP) provisions for the fabrication of Very Low Frequency (VLF) Crossed Loop Antennas. The hardware shall be manufactured in strict accordance with the Statement of Work (SOW) requirements and Technical Data Package (TDP) 8628188. The technical specification drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. This procurement will be solicited as a 100% small business set aside under North American Industrial Classification System (NAICS) Code 334220 as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The small business size standard is 1,250 employees. The Government intends to award to the eligible, responsible offeror whose offer represents the best value. The proposals will be evaluated using trade-off analysis considering price, past performance, and technical factors. The specific evaluation criteria will be outlined in the solicitation. The closing date for receipt of proposals will be established in the solicitation. This notice of intent is not a request for competitive proposals.
