The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award, on a sole source basis under the authority of 10 U.S.C. 2304(b)(2), a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity type contract to Systems Engineering Associates Corporation (SEA CORP), CAGE Code 2V276, Middletown, RI 02842. This requirement is for the continued development, upgrade, and application of the Extensible Markup Language (XML) Test Data Analysis Tool (XTDAS) on all United States Navy submarines currently deployed. SEA CORP owns, and has full rights and title to, the data that was developed under previous SBIR efforts. This requirement is a follow-on to N66604-15-D-0131 with SEA CORP and it is anticipated that 236,870 man-hours will be required over the five-year period of performance. The NAICS Code is 541330 and the size standard is $41.5M. This solicitation notice is not a request for competitive proposals. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
