This is a combined synopsis and solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-20-Q-8352. Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase engineering services to obtain personnel and equipment support for at sea data collection of deep sea biology (the deep scattering layer), in accordance with the Statement of Work. This requirement is solicited on a firm fixed price, sole source basis from the University of Rhode Island, as follows: CLIN# 0001 Description: One (1) year period of services in accordance with the Statement of Work. Period of Performance: Date of Award through 12 months thereafter Quantity: 1 Year The University of Rhode Island (URI) is the only know source with the required equipment, expertise, and location to execute the required at sea data collection. The URI Ocean Engineering Department possesses several pieces of custom built equipment designed for deep sea biological research that are required for this project. This requirement is being solicited as a sole source, unrestricted requirement under North American Industry Classification System (NAICS) Code 541330, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is $16.5M. F.O.B. Destination Naval Station Newport, Newport, RI. Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular.
