The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a continuous requirement for engineering evaluation services for the technical refresh and development review of the Stepped Tonpilz Acoustic Transducer (STAT) design for a new sonar array. NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to Mandex, Inc. (CAGE Code: 3Z682). Mandex, Inc. is a large business under the applicable NAICS Code 541330 Exception 1. Mandex, Inc. has been involved in the design process since the initiation of the program. This requirement is part of an ongoing effort to improve the STAT design. Mandex is the subject matter expert and award of this contract to any other company would require a significant learning curve that would result in a substantial duplication of cost to the Government and unacceptable delays in fulfilling the Navy’s requirement. Per FAR 6.302-1(a)(2)(iii), full and open competition need not be provided for when the required services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services. The Period of Performance will be from the date of award through one year thereafter. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841). This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541330 Exception 1; the size standard is $16,500,000,000. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
