Question 1: You indicate that the contract value of the incumbent’s contract is $9,641,465. I don’t understand how a 3 FTE contract could be over $9MM. Please explain. Answer: SeaPort NxG TO N0017814D7866N401 was issued for a signifcanty higher level of effort and scope. As stated in the solicitation, these services were partially provided under this TO. Amendment 0002 The purpose of this amendment is to provide responses to the following industry questions. Question 1: Would you please provide the contract value for N0017814D7866N401 held by Patrona Corporation? Answer: The potential value of TO N0017814D7866N401 is $9,641,465 Question 2: Can you please clarify the actual start date of the contract? Answer: The period of performance start date for these services is date of award. The Government anticipates award will be made prior to 1 August 2020. Amendment 0001 The purpose of this amendment is to revise the personnel and facility security clearance information and to provide responses to industry questions. As a result of this amendment, Paragraph 3, plan for obtaining clearances, and Paragraph 4, Labor Matrix, of the Solicitation, Attachment 1, is revised: From: The Offeror shall submit the following information with its quote which will be evaluated. A plan for obtaining clearances. (The plan shall consist of no more than (2) pages) i.Personnel Clearances: The plan shall include confirmation of existing clearances, detail the Offeror’s process for obtaining clearances, and outline the schedule for obtaining any required new clearances by the start of the period of performance. ii.Facilities Clearances: The Offeror shall provide proof of an existing facility clearance at the level specified in the DD254 for all locations where classified work under this contract will be performed. The Offeror shall provide CAGE Codes and addresses for all locations where work will be performed that require classified facilities as defined in the DD254 and associated references. An Offeror’s statement that it has a facility clearance is not sufficient proof. The Government will confirm the facility clearance, CAGE code associated with the facility clearance, of the Offeror. If the Offeror does not provide proof of a Facility Clearance at the level specified in the DD254, then the Offeror may be determined ineligible for award. Facilities Clearance: The offeror must provide a CAGE code and a statement of its current active Facilities Clearance (FCL) level. FCL is an administrative determination that, from a national security standpoint, a facility is eligible for access to classified information at the same or lower classification category as the clearance being granted. The FCL applicable to this requirement is at the SECRET level. All other terms and conditions remain unchanged. The Naval Undersea Warfare Center Division, Newport intends to award a FFP contract for administrative services as specified in the Combined Synopsis and Solicitation Notice and in accordance with the Statement of Work, Attachments 1 and 2 of this notice.
