The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order on a sole-source basis to Raytheon BBN Technologies, Corp, CAGE Code 3U6L5. The circumstances of this contract action deem only one source available. The pre-solicitation has been waived per FAR 5.202(a)(13). NUWCDIVNPT has a requirement to perform an investigation to determine if the Digital Co-Processor (DCP) 2.0 Circuit Card Assembly (CCA) is a viable solution to replace the currently utilized and now unavailable Digital Processor (DP) used in the MK 54 Mod 0 torpedo. This requirement includes testing and integration services to complete the evaluation of the DCP 2.0 CCA for backwards compatible functionality and system requirements compliance. Based on Raytheon BBN Technology’s technical subject matter expertise of the component under evaluation, understanding of the component’s implementation within the Mk 54 Guidance and Control (G&C), and familiarity with the work and testing performed to date. Raytheon BBN Technologies Corporation is the only contractor able to meet the Government’s need in the requirement time as detailed in the attached Sole Source Justification. Award of this requirement to another vendor will result in significant program schedule delays, The period of performance is approximately four months after award of contract. F.O.B Destination, Newport, RI 02841-1708. This requirement is an unrestricted, sole-source procurement as concurred with by the Small Business Administration (SBA) Procurement Center Representative (PCR). The NAICS Code is 541330; the size standard is 41,500,000. This notice of intent is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
