This synopsis is prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This proposed bridge contract is being processed on a sole source basis. The North American Industry Classification System (NAICS) Code for this acquisition is 541330. The Small Business Size Standard is $38,500,000.00. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to Award a Cost-Plus-Fixed-Fee (CPFF), and Cost Reimbursement (CR) bridge letter contract on a sole source basis to ICI Services Corporation (hereafter referred to as "ICI"), at 500 Viking Drive, Virginia Beach, Virginia 23452-7477.The letter contract is required to allow continuity of Fleet critical services in support of the Submarine Maintenance Engineering, Planning and Procurement Activity (SUBMEPP). The anticipated period of performance is 03 August 2019 through 02 February 2020 with an option period of 03 February 2020 through 02 July 2020. The proposed contract action is for services for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Only one source, ICI, is able to meet the Navy's critical and immediate schedule needs to provide uninterrupted comprehensive support, as ICI is currently performing the tasking under SeaPort-e task order N00178-04-D-4065-EH10. The period of performance on the current task order ends on 02 August 2019. Without contractual coverage, SUBMEPP will be unable to continue its support of submarine FLEET maintenance planning, Chief of Naval Operations availability planning, Maintenance Standards and Test Procedure development and feedback data analysis for the submarine Type Commanders, Naval Shipyards, and Intermediate Maintenance Facilities. SUBMEPP is the Navy's only Submarine Maintenance Planning Activity. Its products and services are critical to the operations of OPNAV, NAVSEA, TYCOMs, Naval Shipyards and IMFs in support of maintenance planning, repair, modernization, material forecasting, maintenance document management and supporting work execution. A gap in coverage will result in grave impacts to submarine readiness by significantly reducing submarine operational availability and the on-time delivery of submarines. The Navy's operational and warfighting capability, and ultimately national security will be compromised. The safety of sailors and submarines will be in jeopardy due to the impacts to SUBSAFE and other submarine certification efforts. As such, the bridge contract with ICI is necessary to ensure continued support of the SUBMEPP activity. The places of performance are at the SUBMEPP facility located at the Portsmouth Naval Shipyard, Portsmouth, NH and at the Contractor facility. The bridge contract action is expected to be awarded no later than 02 August 2019. The synopsis is not a request for competitive proposals. This requirement is being posted to maximize communication with industry. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
