This is a pre-solicitation for noncommercial items prepared in accordance with FAR 5.207 as supplemented with additional information included in this notice. This procurement is being processed on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this acquisition is 541330. The Small Business Size Standard is $15,000,000.00. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a five-year sole source ID/IQ contract with Cost Plus Fixed Fee (CPFF), Cost Reimbursable (CR), and Firm Fixed Price (FFP) line items to Mikel Corporation. The purpose of this contract is for the manufacture, test, package, upgrade, and delivery of the Submarine Acoustic Navigation Systems (SANS) Beacon and associated engineering services to support NAVSEA Test and Evaluation (T&E) and Commander Submarine Force (COMSUBFOR) Fleet ranges as required to execute mission tasking. NUWCDIVNPT intends to purchase the following items: CLIN 0001: Engineering and Technical Services (Cost Plus Fixed Fee) CLIN 0002: Other Direct Costs associated with CLIN 0001 (Cost Reimbursement) Option CLIN 0003: Data (Not separately priced) CLIN 0004: Generation Four Baseline Production at Contract Level (Firm Fixed Price) CLIN 0005: Generation Four Upgrade Production at Task Order Level (Firm Fixed Price) Period of performance of CLINs 0001 through 0005 is five years from date of contract award. Place of performance is contractor's facility. The sole source is based on this requirement being derived from an SBIR Product. As a result, this requirement is being solicited and awarded on a sole source basis under the authority of 10 U.S.C. 2304(c)(5), as implemented by FAR 6.302-5: Authorized or Required by Statute: 15 U.S.C. 638(r)(1) and (4). The contract shall provide the services and materials as per the attached draft SOW. The anticipated solicitation release date is 12 April 2019. The resulting contract will be an indefinite delivery, and indefinite quantity contract with Cost Plus Fixed Fee, Cost Reimbursable, and Firm Fixed Price provisions. The anticipated award date of RFP#: N66604-19-R-1133 is expected to be on or about 12 April 2019. The synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
