It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 52.203(b). The Request for Quotation (RFQ) number is N66604-19-Q-2476. NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to VIASAT Inc., 6155 El Camino Real, Carlsbad California, 92009 (CAGE Code 47358). Viasat, Inc. is a large business under the relevant NAICS Code 334119; see attached sole source justification. Per FAR 6.302(a)(1), full and open competition need not be provided for when the supplies or services required by the agency, are available from only one responsible source and no other type of supplies or services satisfy agency requirements. This requirement is unrestricted under NAICS Code 344119 as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The applicable size standard is 750 employees. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to the attached RFQ N66604-19-Q-2476 must be received by 2:00PM EST on Tuesday, September 17th, 2019.
