The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Undersea Weapons, Vehicles, and Defensive Systems Department, Code 85, has overall responsibility for the development and maintainability of undersea defense systems. Code 85 is currently undergoing efforts to develop a new sonar array for the AN/WSQ-9 Technology Refresh program using the Stepped Tonpilz Acoustic Transducer (STAT) element design. The overall goal is to develop a design that can transition from concept to future fleet capability. This requirement is for the enhancement of the STAT element that currently uses PZT ceramic with textured ceramic. NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to Qortek (CAGE Code: 1MH59). Qortek has developed proprietary materials and manufacturing processes, and award of this contract to any other company would require a significant learning curve that would result in a substantial duplication of cost to the Government and unacceptable delays in fulfilling the Navy's requirement. The Period of Performance will be from date of award through September 30, 2020. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841). This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541330; the size standard is $15,000,000. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
