PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This combined synopsis and solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a synopsis for non-commercial services prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under the authority of FAR 6.302. The North American Industrial Classification System (NAICS) Code is 541330 with a small business size standard of $38.5 million. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order to Falmouth Scientific, Inc. (FSI) to generate a housing design for the Stepped Tonpilz Acoustic Transducer (STAT) Engineering Developmental Model (EDM) Array. Image Acoustics, Inc. holds the design patent, US Patent 8,072,843 B1, for the STAT and has licensed the fabrication rights to FSI. FSI previously fabricated the STAT and, as the original equipment manufacturer (OEM), is the only vendor with the fabrication process, specialized tooling and requisite knowledge and expertise to generate such a design. This notice of intent is not a request for competitive quotes. A determination by the Government not to complete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete product information and prices (to include labor categories and hours proposed and any material or other direct costs). The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The anticipated posting date of solicitation N66604-19-Q-2184 is or about 26 June 2019. The closing date for receipt of quotes will be established in the Request for Quote (RFQ).
