Amendment #1 The purpose of this amendment is to extend the RFQ closing date and to answer industry questions. 1. The closing date of this solicitation is hereby extended to 2 April 2019 at 2:00PM Eastern 2. Questions and Answers are as follows: Q1. Would the company need to come to Newport, RI for meetings? A1. NO. There is no requirement to meet face to face. Phone/VTC is fine. Q2. Is robocalling a necessity ("home phone" was mentioned in the requirements)? A2. Yes. Q3. How many contacts are in your database (individuals you'll be messaging)? A3. 7,500. Q4. How many messages (email & SMS text) are sent annually? A4. There is no set limit. This is based on weather or other emergency outages that will need to be communicated. Q5. How many users need access to the system on a daily basis? A5. There are five (5) administrators that would need unlimited access to the system. Q6. CLIN 001-0005, what is the requirements for each year? How we differentiate the minimum requirements in each year.... on Notice Detail? A6. The requirements are the same for each year. Q7. Do you require a dashboard? A7. Yes. Q8. What is the requirement for subscriber verification? A8. There is no requirement for subscriber verification. Q9. What is the requirement for subscriber management? A9. There is no requirement for subscriber management. Q10. Will it be integrated with single-sign-on? A10. There are five (5) administrators that will require unlimited access to log into the system via username and password, to send messages via text, email, and voice for dissemination. Q11. Do you have a proposal template, RFP? A11. No, but must quote on Base Year and all Option Years to be eligible for award. Q12. What documents do you require when we submit the offer? A12. A quote that demonstrates that it meets the minimum requirements. Q13. There are no details on whether the contractor would be hosting the service or you would have some data center. Can use cloud solutions? A13. As stated in the RFQ, the interface shall be accessed via a website and shall not be installed on any Government computers. There is no preference on how the vendor provides access to their website. Q14. When do you expect the "Emergency Notification Messaging System" to start performing/service? A14. The Period of Performance (POP) for the base year begins 8/30/2019. Q15. When is the anticipated contract award date? Q15. Mid-April 2019 Q16. What is required during POP: 8/30/2020 - 08/29/2021, 8/30/2021 - 08/29/2022, POP: 8/30/2022 - 08/29/2023, and POP: 8/30/2023 - 08/29/2024) Q16. The requirement is the same for the base year and each option year. Q17. Will the Public Affair Division input message be only text message or it could be both voice and text message? Of course the notifications will be delivered to home phone, mobile phone, and email. A17. It would be both voice and text message. Q18. Are all employees in the U.S? A18. It is likely that some will be on travel outside of the U.S. Q19. How many re-attempt we will try for failed message? A19. Three (3) NOTE: The Government is reviewing other questions that were received and will post a future amendment to this solicitation to answer those questions.
