Amendment 0004: The purpose of this Amendment is to address industry questions and provide Government responses. In addition, both the Statement of Work (SOW) and Contract Data Requirements List (CDRL) have been updated and attached hereto. Q1: Will the Government consider expanding the Small Business Set Aside to include eligible companies under another NAICS Code? A1: No. Per 13 CFR 121.402, a Contracting Officer must select a single NAICS Code that best describes the principal purpose of the product or service being acquired. Q2: When are drawing submissions due, 1 month or 7 days after award? A2: CDRLs updated and attached hereto this solicitation. Please, see updated CDRL delivery schedule. Note: 1 week to submit initial proofs, 1 week period for Government review and propose changes, ending with a 2 week period for Contractor to edit and submit final drawings package. Q3: There are several "poor" images and difficult to visualize, are there any other drawings that may offer better clarity? A3: No. The images that we provided are suitable to form the basis of a proposal and perform the required effort detailed in the SOW. Note: Updated SOW attached hereto this solicitation, reflecting an updated reference to CDRL under Sec. 4.0 of the SOW. Q4: When is the TDP Worksheet used? A4: The worksheet requirement removed from solicitation by this amendment. The revised CDRL is updated and attached hereto this solicitation, reflecting the removal of this requirement. Q5: Does the "EXPORT CONTROL WARNING NOTICE" go on each drawing? A5: No. The EXPORT CONTROL WARNING NOTICE does not go on a drawing. The CDRL has been updated and attached hereto this solicitation, reflecting the removal of this requirement. Q6: Per the last paragraph of the SOW please clarify the 48 hours period referenced? A6: This 48 notice period is waived and is no longer a requirement. The CDRL is updated and attached hereto this solicitation, reflecting removal of this requirement. Please, see updated CDRL. Q7: The NAICS code for this requirement is 541340. The Small Business Size Standard is $7,500,000.00. Can the Small Business Threshold be raised? A7: No. The Size Standards are set by the Small Business Administration Regulations, and cannot be waived or manipulated by NUWCDIVNPT. All other solicitation terms and conditions remain unchanged.
