The Government intends to solicit and negotiate with only one source under the authority of 6.302 using simplified acquisition procedures of FAR Part 13. The North American Industrial Classification System (NAICS) Code is 541330 with a Small Business Size Standard of $15 million. Raytheon Company (CAGE 7Y193) is a large business and the requirement will not be set aside. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order to Raytheon Company for noncommercial repair services for Submarine High Data Rate (SubHDR) sub-components, commonly known as Lowest Reparable Units (LRU's), which comprise the SubHDR Mast Group. Engineering repair services are required for QTY (5) Inverter Assemblies, P/N: G772272-1/2 and QTY (1) Electronic Mast Modular, P/N: G608309-1/3. For additional details, see attached SOW. Raytheon is the only known source capable of performing the specialized repair services and are the Original Equipment Manufacturers (OEMs) of the parts requiring repair. The Government does not have rights to the drawings or technical data for these parts. This notice is not a request for competitive quotes. A determination to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
