The following notice serves as a request for information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This is a synopsis/RFI for a ceiling increase modification to Indefinite-Delivery/Indefinite-Quantity (ID/IQ) Contract Number N66604-19-D-G900 awarded on a sole source basis to L3 Technologies, Inc. (hereafter referred to as "L3T") on 24 June 2019. The North American Industry Classification System (NAICS) Code assigned to Contract Number N66604-19-D-G900 is 333314; the size standard is 500 employees. Contract Number N66604-19-D-G900 is for Photonics Depot Level repair, maintenance and upgrade services, repair parts, and engineering services for Photonics Masts, Photonics Mast Variants and Low Profile Photonics Masts. Additionally, the contract is for the procurement and/or repair of materials, subassemblies and parts necessary for mast depot level repairs. The purpose of the proposed modification is solely to increase the ceiling available for the procurement of parts under Contract Line Item Number (CLIN) 0004 “Priced Parts List” (FFP) and CLIN 0005 “Unpriced Parts” (FFP). This is due to unforeseen increases in the Government’s need for new and replacement components under CLINs 0004 and 0005 to support Photonics Mast repairs. The scope of the types of services and supplies and the contract ordering period will remain unchanged. For this proposed contract action, the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As established in Justification & Approval number 18033.0 approved prior to award of N66604-19-D-G900, L3T is the only responsible source capable of providing the highly specialized depot repair services required for the sustainment of Photonics Masts. In support of the depot level repair services, parts are required in order to sustain operation compatibility for the complex Photonics Mast systems. This ceiling increase modification is required in order to allow for the continued procurement of both the Pre-Priced and Unpriced parts necessary for Photonics Masts repairs. Failure to do so will result in the Government being unable to repair and continue to utilize the Photonics Masts. Additionally, it would also result in unacceptable delays and substantial duplication of cost to the Government that is not expected to be recovered through competition. The place of performance is at the Contractor’s site, Northampton, MA. The modification is expected to be awarded on or around 07 January 2022. The synopsis/RFI is not a request for competitive proposals. This requirement is being posted to maximize communication with industry. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. The Government will not delay award for consideration of capability statements submitted.
