This solicitation notice is for a non-commercial supply / service. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) requests on a sole-source Firm Fixed Price (FFP) basis engineering and logistical services required to design and validate, through analysis, a hydraulic manifold that is qualified for installation onboard U.S. Naval Submarines utilizing other than full and open competition. The control valves that are part of the Towed Buoy System are proprietary to Sargent Aerospace and cannot be modified through another vendor. For this reason, no other vendor is able to receive the proprietary information required to fabricate the requested material.
