This is a Synopsis of a Proposed Contract Action in accordance with FAR Subpart 5.2. The Naval Information Warfare Center (NIWC) Pacific intends to issue Request for Proposal (RFP) No. N66001-24-R- 0029 for Marine Mammal Training services in San Diego, CA in support of the Naval Information Warfare Center Pacific's (NIWC Pacific's) Marine Mammal Program (MMP). The US Navy maintains a collection of marine mammals that are used in support of military operational needs. The Marine Mammal Program is responsible for the daily management of the U.S. Navy's marine mammals, including animal care and training, facility care, and maintenance of marine mammal systems (See attached Statement of Work). The contractor will be required to work on the Government site in San Diego, CA and travel as needed to other worldwide locations. It is anticipated that the procurement will result in the award of a Level-Of-Effort stand-alone ("C-type") contract with cost-plus-fixed-fee (CPFF) and cost (no fee) pricing arrangements. The period of performance will include a one-year base period and four one-year option periods. The North American Industry Classification System (NAICS) Code is 611519 "Other Technical and Trade Schools" and the Small Business Size Standard is $21 Million. The security classification will be SECRET. This requirement will be competed on a full-and-open basis. NIWC Pacific anticipates that the final RFP for N66001-24-R-0029 will be released no earlier than 12 April 2024. Although not a direct follow-on, most of this requirement is currently being performed under contract N66001-20-C-3416 which was awarded to Science Applications International Corp (SAIC). The solicitation will only be available electronically via NAVWAR E-Commerce website at https://e-commerce.dc3n.navy.mil/ under NIWC Pacific "Open Solicitations." Hard copy versions of the RFP and any subsequent amendment(s) will not be available. Firms are encouraged to review the website regularly for important solicitation information.
