This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center, Pacific's (NIWC Pacific) intent to award a firm fixed price purchase order on a sole source basis to Arizona State University (CAGE: 4B293); (UEID: NTLHJXM55KZ6); of 660 S Mill Avenue STE 204, Tempe, Arizona 85281-3670, United States. The procurement is for the acquisition of Research and Development (R&D) to develop an open-source architecture for Unmanned Ground Vehicle systems equipped with advanced sensor fusion and control algorithms to allow for modularity with different sensors and payloads. The Government intends to negotiate solely with Arizona State University under the authority of FAR 13.106-1(b), Only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial Items, applies. The applicable NAICS Code is 611310, Colleges, Universities and Professional Schools, and the business size standard is $34.5M. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may be considered by the Government. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. All responses received by the deadline may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
