The Naval Information Warfare Center (NIWC) Pacific intents to issue Request for Proposal (RFP) No. N66001-24-R-002... This is a Synopsis of a Proposed Contract Action in accordance with FAR Subpart 5.2. The Naval Information Warfare Center (NIWC) Pacific intents to issue Request for Proposal (RFP) No. N66001-24-R-0024 for radiation sensor production in support of the Naval Information Warfare Center Pacific's (NIWC Pacific's) Radiation Detection, Indication and Computation (RADIAC) project. The RADIAC project develops deployable solutions that counter the transit or emplacement of Weapons of Mass Destruction (WMD), their delivery systems, and associated technologies. These systems are being employed in land, maritime, and aerial environments making this capability ideal for nearly all direct Department of Defense (DoD) and National WMD radiological/nuclear (R/N) detection and identification efforts. These sensors are designed for different form factors ranging from handhelds to vehicle-mounted. The Government is seeking to establish a contract to produce and deliver these radiation sensors in – the contractor will be required have its production facilities in the San Diego, CA local area. It is anticipated that the procurement will result in the award of a single indefinite- delivery, indefinite quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) and cost (no fee), and firm-fixed-price (FFP) pricing arrangements. The period of performance will include a five (5) year ordering period. Orders will be placed pursuant to the ordering processes of FAR 16.505(a). The North American Industry Classification System (NAICS) Code is 334519 "Other Measuring and Controlling Device Manufacturing" and the Small Business Size Standard is 600 Employees. Security classification will be Unclassified, but will include access to Controlled Unclassified Information (CUI). This requirement will be competed as a Total Small Business Set Aside. This is a new requirement. NIWC Pacific anticipates that the final RFP for N66001-24-R-0024 will be released no earlier than 20 April 2024. The solicitation will only be available electronically via NAVWAR E-Commerce website at https://e-commerce.dc3n.navy.mil/ under NIWC Pacific "Open Solicitations." Hard copy versions of the RFP and any subsequent amendment(s) will not be available. Firms are encouraged to review the website regularly for important solicitation information.
