The Department of the Navy, Naval Information Warfare Center (NIWC), Pacific is issuing solicitation No. N66001-24-R-0023 for services required for the design, development, testing, production, monitoring, sustainment and technical support of Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) / Undersea Integration Program Office (PMW 770) High-Altitude Electromagnetic Pulse Shielded Systems (HEMPSS). The support includes the development of technology in, and demonstration of High-Altitude Electromagnetic Pulse (HEMP) hardening processes, testing, and Hardness Maintenance and Hardness Surveillance (HM/HS) activities. This requirement will be competed as a Small Business Set-Aside. To request the Attachment 1-HEMPSS ISEA SOW, each offeror must sign and return the Non-Disclosure Agreement (NDA) posted below entitled, "HEMPSS CUI NDA" and provide the e-mail address, phone and name of the individual receiving the document to Tessa Watsun at tessa.l.wastun2.civ@us.navy.mil. Only one person from each offeror may request Attachment 1. Once the offeror has been approved, the Government will provide Attachment 1 via DOD Safe. Offerors may submit questions requesting clarification of solicitation requirements via e-mail to Tessa Wastun, tessa.l.wastun2.civ@us.navy.mil. The deadline for questions is 15:00 Pacific Daylight Time on 22 April 2024. Questions received after the deadline may or not be answered by the Government. The closing date for this solicitation is 15 May 2024, 15:00 Pacific Daylight Time.
