The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific), San Diego, CA hereby publicizes its intention to solicit, negotiate, and award a Firm- Fixed-Price (FFP) purchase order on a noncompetitive basis with L3 Technologies Inc. The requirement is for the purchase of the following: ITEM 0001 Web Data Services (Area-Centric) – Data Feed (Work Group – 60 Users) MFR: L3 Harris Technologies P/N: IMS-WDS-AC-FEED-W QTY: 1 EA L3 Harris Technologies, will provide Automatic Identification System (AIS) licenses. This order is for the purchase of commercially available off the shelf (COTS) licenses in support of the SEAVISION Common Operational Picture (COP) and will be distributed to the U.S. Navy Maritime Operations Centers (MOCS), The Department of Transportation Maritime Safety and Security Information System (MSSIS), United States Coast Guard, and to 113 MDA Partner Countries that use Seavision for maritime situational awareness. Based on the approved JNCP (Justification for Non-Competitive Procurement), which will be posted after award, there is only one responsible source and no other supplier will satisfy the agency requirement.
