The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific) intends to issue solicitation No. N6600123R0037 for the award of a stand-alone, Cost-Plus-Fixed-Fee (CPFF) contract for computer system support including computer system design, installation planning, systems engineering, hardware integration, software installation, and sustainment to support Command and Control (C2) systems, Intrusion Detection Systems (IDS), and Anti-Terrorism Force Protection (ATFP) systems for Naval Information Warfare Center Pacific (NIWC Pac). The prospective contract will have a five (5) year ordering period. The estimated level of effort for the total requirement is 57,400 hours. This requirement will be competed as a 100% 8(a) Participant Set-Aside. No further participant restriction will be imposed. The North American Industry Classification System (NAICS) Code is 541512 "Computer Systems Design Services" and the Small Business Size Standard is $34,000,000. The Product Service Code (PSC) for this contract is DG01 "IT and Telecom – Network Support Services (Labor)". The security requirement for this tasking will be up to and including the Secret/SCI level. The work performed by the Contractor will include access to Secret for data, information and networks, and SCI for spaces, and will require the Contractor to attend meetings classified up to Secret level. This requirement is a follow-on to the single-award IDIQ CPFF contract N6600118D0331 awarded to Cutler Engineering & Technology Services, LLC (CETS). NIWC Pacific anticipates that the solicitation will be released around July 2023. The solicitation will only be available electronically. Electronic copies of the solicitation may be obtained on the NAVWAR E-Commerce website at https://e-commerce.sscno.nmci.navy.mil under NIWC Pacific "Open Solicitations." A Bidders Mailing List will not be established. Hard copy versions of the RFP and any subsequent amendments, if applicable, will not be provided.
