The Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price contract on a sole source basis to L3Harris Technologies, Inc. Communication Systems under the authority for other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. L3Harris Technologies, Inc. Communication Systems Unique Entity ID: LB5KVANFKPY7 CAGE: 14304 Address: 1680 University Ave Rochester, New York 14610-1839 L3 will be required to provide Mobile User Objective System (MUOS) upgrades to government owned equipment that is proprietary to L3Harris. L3Harris will also be required to provide additional new proprietary equipment to supplement the government's existing supplies. This is not a request for quotes. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. Capability statements received will be evaluated to determine technical merit. Responses must be submitted in writing via email no later than 3:30PM PDT on 28 January 2023. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Contracting by Negotiation under FAR Part 15 applies. The applicable PSC is 5825. The applicable NAICS Code is 334220 and the size standard is 1250 Employees.
