The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial Firm-Fixed- Price purchase order on a noncompetitive basis with National Instruments under FAR 13.106-1(b). The requirement is for the purchase of the following: ITEM 0001: Spectrum Defender Repair Manufacturer: National Instruments QTY: 1 The current Spectrum Defender recently went inoperable and requires repair. The Spectrum Defender is required to be operational for the ICER project. National Instruments is the vendor responsible for manufacture and repairs of the Spectrum Defender. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS Code is 811310 and the business size standard is $12.5 (in millions). Interested offerors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies. All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/. It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation.
