Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price purchase order on a sole source basis to PHDS Co., Cage: 1UY05, UEID: REQVEYN5U2L8 under the authority of FAR 13.106?1(b) due to only one source being reasonably available to meet the Government's needs.
