This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Burnham Polymeric Inc. Unique Entity ID: W52WELNV6G83, CAGE Code 1SJV2, of 1408 Route 9, Fort Edward, NY 12828-2459, United States. The requirement is for fiber optic cable (FOC) reels and packs that are required for test purposes to develop digital signal communications link for maritime Intelligence Surveillance Reconnaissance (ISR) data routing. The FOC links of various overall lengths (5 km up to 40 km) will be used to conduct a series of experimental tests to characterize the mechanical robustness and signal networking performance of the cable when deployed as a communication link in a subsea environment. The Government intends to negotiate solely with Burnham Polymeric Inc. under the authority of 10 U.S.C. Section 4023. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, apply. The applicable NAICS Code is 335921 - Fiber Optic Cable Manufacturing and the business size standard is 1,000 employees. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided.
