N66001-23-Q-6068 - Notice of Intent to Award Sole Source to University of Hawaii Systems Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price purchase order on a sole source basis to University of Hawaii Manoa under the authority of FAR 13.106?1(b) due to only one source being reasonably available to meet the Government's needs. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This is not a request for quotes. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. Capability statements received will be evaluated to determine technical merit. Responses must be submitted in writing via email no later than 4PM PST on 9 January 2023. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
