The Department of the Navy, Naval Information Warfare Center (NIWC), Pacific intends to issue solicitation No. N66001-22-R-0037 for joint maintenance and operation of a restoration depot, providing fabrication, restoration, repair, overhaul, and calibration involving: electro-mechanical, mechanical units both shipboard, ground, and airborne assemblies, subassemblies, and test equipment; providing worldwide technical support to Government agencies, Fleet and Shore facilities. Depot level performance includes; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) verification checkout, testing and repair on C4ISR equipment and system level training, Automatic Test Equipment (ATE), and Technical Performance Standards (TPS) development and upgrades. The Depot accomplishes its requirements with the use of an organic (civil service) and contractor workforce sharing workspaces and equipment. This is a follow-on requirement to an existing single award contract that was competed as a small business set aside and awarded to Centurum Information Technology, Inc. under contract N66001-18-D-0153. The ordering period of the existing contract ends on 28 January 2023. NIWC Pacific does not intend to hold an industry day for this requirement. This proposed acquisition has security requirements at the Secret level. This is a small business set aside, anticipated to result into a single award contract. NIWC Pacific intends to issue solicitation RFP N66001-22-R-0037 for a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) Contract Line Item Number (CLIN) for Services, and Cost Reimbursement CLIN for Materials. There are no anticipated travel requirements for this contract. The prospective contract will have a two-year base period with three, one-year option periods. The estimated level of effort for the total requirement is 1,115,672 hours. The NAICS code for this procurement is 334290 with a size standard of 750 employees. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Naval Information Warfare Systems Command E-Commerce Web Page at https://e- commerce.sscno.nmci.navy.mil/ under NIWC Pacific - Open Solicitations. Any amendments, when issued, will also be available only on this web site.
