The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific), San Diego, CA hereby publicizes its intention to solicit, negotiate, and award a firm fixed price purchase order on a noncompetitive basis with VIASAT, Inc. The requirement is for the purchase of the following: MFR: VIASAT, INC. Part No.: 1299874 Description: BATS-E 1500, Battlefield Awareness Targeting System - Embedded (BATS-E) L-16, Radio, 63 Watt Quantity: 2 Each The aforementioned BATS-E radio will be put into a lab at NIWC to to support Link 16 Non-Developmental Item (NDI) terminal testing in support of PMA/PMW-101 acting as the Link 16 Lead service. The Link 16 Lead Service duty #3 requires the Link 16 Lead Service (PMA/PMW-101) to test and characterize NDI Link 16 terminals. The BATS-E will be used to conduct the NDI radio testing/characterization. Based on the approved JNCP (Justification for Non-Competitive Procurement), which will be posted after award, there is only one responsible source and no other supplier will satisfy the agencv requirement.
