N66001-22-Q-6171 - Notice of Intent to Award Sole Source Order to JASR Systems, LLC This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed- Price purchase order on a noncompetitive basis to JASR Systems LLC, CAGE Code: 834R7, DUNS: 081140740, of 731 South Highway 101, Suite 1K2 Solana Beach, CA 92075-2626. This is a service requirement for the contractor to provide research, engineering and analysis to support artificial intelligence (AI) system applications in the areas of AI algorithms, novel computational model of human cognition, & ethical principles and practices for AI and data science. The period of performance will be twelve (12) months from date of award, no options. The Government intends to negotiate solely with JASR Systems LLC under the authority of FAR 13.106-1(b), Only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. The applicable NAICS Code is 541715 - Artificial intelligence research and development laboratories or services and the size standard is 1,000 employees. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a quote which may be considered by the Government. Comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to mara.s.gomez.civ@us.navy.mil by 24 March 2022, 12 PM Pacific Time (PT). All responses received by this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
