The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific), San Diego, CA hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed- Price (FFP) purchase order on a noncompetitive basis with Rockwell Collins Inc. The requirement is for the purchase of the following: ITEM 0001 TacNet Tactical Radio (TTR Terminal) MFG: Rockwell Collins Inc. P/N: 822-3002-00X QTY: 1 EA Rockwell Collins Inc., will provide a TACNET Tactical Radio (TTR) Terminal to support MIDS, PMA/PMW-101 Lead Services Development Efforts Lead at NIWC PACIFIC, San Diego CA. Rockwell Collins Inc., is a part of Collins Aerospace, and the sole developer of the TTR Radio, and is maintained and manufactured exclusively by Rockwell Collins Inc., they do not have authorized resellers or distributors for this product. Based on the approved JNCP (Justification for Non-Competitive Procurement), which will be posted after award, there is only one responsible source and no other supplier will satisfy the agency requirement. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the government.
