The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific), San Diego, CA hereby publicizes its intention to solicit, negotiate, and award a firm fixed price purchase order on a noncompetitive basis with VIASAT Inc. The requirement is for the purchase of the following: ITEM 0001 The PRC-161/Handheld 16 (hhl-16) – Includes the radio, a rechargeable battery, a Link 16 antenna, and a GPS Antenna, and a GPS flex antenna MFG: VIASAT Inc. P/N: 1264823 QTY: 1 EA ITEM 0002 PRC-161/BATS-D-HOTSHOE Cable, AN/PRC-161, USB, (A) Male MFG: VIASAT Inc. P/N: 1256571 QTY: 1 EA ITEM 0003 AN/PRC-161/BATS-D-HOTSHOE Ethernet RJ45 Adapter Cable MFG: VIASAT Inc. P/N: 1264052 QTY: 1 EA ITEM 0004 Dual Desktop PRC-161 Battery/Radio Charger MFG: VIASAT Inc. P/N: 1277433 QTY: 1 EA VIASAT Inc., will provide a PRC 161 Handheld Link 16 Terminal, consisting of a Link 16 Radio, battery, and antennas with cables, and a desktop radio charger required to support MIDS Lead Services Development efforts at NIWC PACIFIC, San Diego CA. VIASAT is the OEM and the sole developer, they do not have authorized resellers, and VIASAT has the exclusive rights to sell such items. The BATS-D design IP belongs exclusively to VIASAT Inc. Based on the approved JNCP (Justification for Non-Competitive Procurement), which will be posted after award, there is only one responsible source and no other supplier will satisfy the agency requirement. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the government. The notice is not a request for quotes; however, any firm believing that they can fulfill the requirement may be considered by the agency.
