The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a firm fixed price purchase order on a on a noncompetitive basis to University of Hawaii Systems under the authority of FAR 13.106?1(b) due to only one source being reasonably available to meet the Government's needs. University of Hawaii Systems DUNS: 965088057 CAGE: 0W411 Address: 2425 Campus Rd Sinclair RM 1 Honolulu, Hawaii, 96822 The requirement is for the procurement of research and development of novel approaches for fabricating quantum bit hardware using 2d graphene nanomaterials. The scope of this order requires the development of novel approaches to quantum information representation by building upon recent advances in superconducting graphene technology. The final deliverables include three (3) kinds of basic quantum bits circuits developed utilizing magic angle twisted bilayer graphene as a superconductor as well as accompanying documentation of results, findings, and conclusions at end of period of performance.
